A veteran Chicago Police officer, he receives a Life Saving Award for rescuing over 60 kayakers from the Chicago River

In the summer of 2012, any day is a great day for kayaking in the Chicago River

Until the weather takes a turn and storms come through making the Chicago River difficult to paddle through.

Choppy waters soon developed as the storms turned the calm waters into mountains for the kayakers.

Ramos was at the right place at the right time.

Because a 9-1-1 call came out that boaters had capsized in the north branch of the Chicago River.

The boat turned over and the children were under it, that’s when I immediately jumped into action.

Every time I go over the Chicago River, I will forever remember this day, said Ramos.

The Chicago Fire Department and the Chicago Police Marine Unit were already on their way when they observed Ramos pulling people out of the water.

Chicago Police Officer David R Ramos rescues Kayakers from the Chicago River

On July 1, 2012, Chicago police Officer David R Ramos and firefighters rescued more than 60 people, including children from the water

On what was supposed to be a nice sunny day of Kayaking, it soon took a turn for the worse as storms moved in to the Chicago area.

Kayakers went out for an afternoon stroll when the canoes capsized when high winds hit the North Branch of the Chicago River

during this afternoon’s storms.

The police Marine Unit and Fire Department divers were called to the river near Chicago Avenue about 12:50 p.m. and eventually helped 62 people from the water.

Near North District Officer David Ramos was the first to arrive on scene. “The children were screaming for help,” he said.

Ramos was soon joined by the Chicago Police Marine Unit and Fire Department rescue boats.

“It took all of us working together,” said Ramos. The water conditions were “very vicious”

Many people could have gotten hurt, thank God they didn’t, said Ramos”

Ramos and the rescue team found 30 capsized boats and pulled 62 people from the water as the wind whipped the river into waves.

According to the Chicago Tribune, “You are talking panicked people,” said Beltran.

Most of the kayakers were novices, participating in two tour groups. But all were wearing life jackets.

“Personal flotation devices saved their lives. Had they not been wearing them it would have been a very difficult rescue,” Deputy District Chief Ron Dorneker.

Ramos stated, when I arrived on scene, I saw the waves and the kayakers were struggling to balance themselves

Stay calm, I yelled out to them as one kayaker boat had an adult with two small children

As it capsized, the boat went over their heads, I almost panicked for them, but I had to remain calm.

I thought of my three sons said Ramos, all I could think of was to rescue those children

David Ramos and other government officials along with the American Red Cross and Salvation Army take part in a summit in Chicago on Mass Care
David Ramos and other government officials participate in a summit held in Chicago for Emergency Preparedness

And the summit includes first responders and emergency management coordinating Mass Care recovery when the incident is over

But when disaster strikes, all agencies work together and respond to a disaster until the recovery efforts are in place.

The American Red Cross and Salvation Army are the Non-Government-Organizations, NGO’s that assist with recovery efforts for sheltering

Because of this, the NGO’s also participate in the summit and discuss how there agencies play a role with responders and emergency officials.

But to deal with any type of an emergency or disaster you need to have a plan, said Ramos

Ramos, along with state, county, city, and NGO's take part in a mock exercise to discuss planning efforts on Mass Care
David Ramos and state government officials take part in a summit in Chicago for Mass Care & Sheltering

Planning when disaster strikes allows all response agencies to work together efficiently

and coordinate and communicate with one another, and the residents.

And the NGO’s work collaboratively with response agencies and assist in setting up operations for recovery efforts

Because the Red Cross and Salvation Army along are the last agencies to depart an incident, Ramos said

The summit included conversations over a tornado, train derailment and active shooter incidents

Because the likely hood of an incident occurring in the region is very real

Ramos, today emergency management continues to work with first responders and NGO’s

Because planning efforts to be better prepared for and respond to emergencies when a disaster occurs

helps everyone to be better prepared.

According to the American Red Cross website

their mission in the Illinois Region seeks to help people prevent, prepare for, and respond to natural and human-caused disasters.
